John B. Corbett, MCIP, RPP


John Corbett is a professional urban planner with diverse and integrated disciplinary experience since 1981. Throughout his career, John has provided strong leadership in all facets of Community Planning including managing the formulation of large scale development projects and development approvals. John also has extensive experience providing expert testimony at the Ontario Municipal Board. As President of the firm, John manages all aspects of company operations and provides strategic advice and services directly to clients.

Cindy D. Carignan

Vice-President and Managing Director

Cindy is a licensed real estate professional in Ontario and is responsible for all real estate activities of the firm related to executing advice and decisions with respect to acquisitions. Cindy also oversees all administrative aspects of the firm including finances and human resources.

Nick Wood, BA, MES(Pl)

Manager of Development Approvals

Nick Wood has extensive development and land use experience working in both public and private sectors. Nick received his undergraduate degree from Brock University and a diploma from Mohawk College. Nick has received a MES graduate degree from York University, specializing in Planning Policy and Public Space. Nick has worked on a variety of projects including residential, commercial and industrial. His technical understanding of the planning process has been key to the success of many successfully completed projects. Mr. Woods role as Manager, Development Approvals is to facilitate the successful completion of projects and to advance the firm’s project portfolio.

Candice Hood, BA, CPT

Planning Technician

Candice Hood graduated in Human Geography in 2010 at Brock University. Candice pursued further academic credentials by attaining her diploma at Mohawk College in 2012 in Urban & Regional Planning – GIS, and at Ryerson University in 2016 in Environment & Urban Sustainability. Candice brings with her the knowledge of the environmental planning coupled with , technical abilities with AutoCad and GIS and other related design software. She has also attained professional experience in planning policy and development approvals in her private sector roles. At CLS, Candice’s role is to develop Conceptual Plans, Site Plans, Plans of Subdivision as well as provide policy, development approvals expertise and technical support for all CLS projects.

Jonabelle Torralba, BES

Associate Development Planner

Jonabelle Torralba is an Associate Development Planner at CLS with experienced focused on land development providing expertise in land use policy, development consulting and urban design. Jonabelle has worked on several large and small development projects across the GTA, County of Simcoe, and Durham Region, mainly involved in all aspects of land development including Official Plan and Zoning By-law Amendments, Site Plan Approvals, Draft Plan of Subdivision, Minor Variance and Consent. Her contributions entail analysing municipal policies, guidelines and urban design best practices to understand compatibility of built form and development contribution into the public realm. Jonabelle received her bachelor’s degree in Environmental Studies in Planning at University of Waterloo, specializing in land development and urban design. Jonabelle’s role as an Associate Development Planner is co-manage development projects with the Planning Manager, responsible for the day-to-day management of the projects ensuring completion of projects in a timely manner.

Harry Aasman, BA

Harry Aasman graduated from McMaster University in 2015 majoring in Geography and Sociology. After that, Harry attended Mohawk College from which he graduated in 2017 with a diploma in Urban & Regional Planning – GIS. Harry has been applying his technical skills and knowledge to numerous projects throughout the GTA, Hamilton, Halton and all of Southern Ontario. Harry’s role with CLS consists of developing various plans, such as Plans of Subdivision, Site Plans, Concept Plans and Block plans, as well as any other planning related graphics as well as prepare development applications and reports.
